There are other MIDI authors Romero could have contacted, but he contacts Jimmy. That in itself has some luck involved for the person chosen. Maybe not a whole lot, but some. There are plenty of times where the quality of someone's work has no real bearing on if it gets noticed, unfortunately. Other MIDI authors like Eris Falling for example. And Jimmy has a huge variety, probably his most popular midi is Voyage from Jenesis. And the tracking isn't working, which means that they haven't actually shipped.
