Installing/using DEH9000 by fraggle?

So, Fraggle's smooth weapons implemented in Vanilla Doom is cool, and it was made by a Dehacked editor called DEH9000, which generates 100+ free states for you to use however you wanted.

I want to try it, but have zero knowledge to Python. Can anyone help me out with installing and using it?

Also I don't mind if it's abandoned. (From looking at the Github page, it may be is abandoned)
