Nope, if you're doing dehacked style modding you always have to replace existing frames.  You have some extra ones if you are targetting MBF or Boom I think.

 

Fortunately, there are a bunch that are unused in the original game. This thread contains details about some of them and some common tricks (like making zombies share gibbing frames):
