Define your DoomED numbers in MAPINFO:

DoomEdNums
{
  11001 = MarblePillar
  11002 = GreenCard, Autosave
  11004 = IceDemon, Thing_Spawn, 0, 25, 0
  11023 = GooFountain, 32
}

Then in UDB or GZDB, you need to add gzdoom.pk3 as a resource.

GZDB does not support ZScript. That was only added to GZDB-BF (so of course also UDB has it).

Also just to add, all custom actors will be default appear in the User-Defined folder, whether they're Decorate or ZScript (unless you specify otherwise in their respective Decorate/Script lumps).

Don't bother with GZDB-BF, it's dead. Use UDB: https://forum.zdoom.org/viewtopic.php?f=232&t=66745

According to https://zdoom.org/wiki/Editor_number the highest you can use is 32767. Keep in mind that there are already plenty numbers defined (see https://zdoom.org/wiki/Standard_editor_numbers), so examples often start at 15000.

Check out this list of unique DoomED numbers.. There are quite a few 'holes' which can be filled.

But, as @boris said, the range 15000 to 30000 is usually a good choice.
