You mean a window? That's a sector with a raised floor and lowered ceiling. If that's not what you want, these single-screenshot posts are not really a whole lot of context to help us understand what you're asking.

 

If that is what you mean, I think you might want to take a look at the basic editing tutorials. They can teach you a lot of useful stuff.
