Encoded comment in ttimo.cfg

At the beginning of the ttimo.cfg file included with the original Doom 3 version the following comment is found:

Has anybody figured it out? It's clearly base64 but the content is seemingly senseless:

It's too short to determine anything from its entropy, there are no magic numbers, I tried xorsearch and found nothing.
