How to make/edit ANSI text files

Hi, i'm new so i'm not sure if this topic fits in this thread. But anyway, this question is kind of not related to Doom but, how can i create or edit ANSI text files, i want to make one for my mod, but i cant find a way to, again, create one or edit it. Like, how did the FreeDoom guys did it?

 

PD: In a future i might publish an alpha version of the mod im talking about. You can also check my preview video in youtube:
