What is ActionWare and Gamepalace bcc?

I have a habit of browsing old stuff on Internet Archive. Yesterday I found an ISO for something called "ActionWare 4, extra levels for Doom2". It has hundreds of Doom levels from 1994, patches, dehacked weapons, and player skins. I read one of the text files and I was wondering what gamepalace bcc was. I couldn't find much when going on google and I was thinking that someone on here could tell me what it was.

Almost certainly just some fly-by-night company loading a pile of WADS off of the primordial internet onto a CD-ROM for a quick buck. Nothing of historical relevance, at any rate.
