It's variable, 4shock is the primarily uploader and is subject to being busy or otherwise unable to upload. If your demo has an issue (invalid complevel, doesn't playback correctly, wrong category, etc) then 4shock will quote and reply to you any issues and clarifications that need to be made, a couple of examples are here and here. As for whether it's in the right thread: don't worry about this too much. It's a safe bet to put stuff in Misc Demos 4 if you can't find a thread for it, and if there is one, I can easily move it. The only thing I ask is that you don't chuck a bunch of demos from multiple wads in a single post, unless they're like, 1-3 map wads that aren't pretty well known (Dimensions, TOTG, etc. are examples of wads that are well known). The reason for this is that while we can move posts, we cannot split one post into multiple posts, so it makes it a bit messier in terms of organization. If you choose to make a thread for a wad and it actually has its own thread, don't worry about that either, I can merge them together.
