weird sector portal glitch (DiHF)

I've been scratching my head about this one and I can't for the life of me see what is wrong...

 

I am making a stairway that spans three floors, using sector portals - the sort of thing I have done many times before - but for one section, I get weird fullscreen flashes of colour. Specifically, it is the top 2 steps of the lower staircase (-672, 624 and -672, 656). In-game, stepping on to these, and then looking around, causes a green fullscreen flickering (see vid). It only affects these two steps, and does not affect the equivalent steps on the floor above. My first thought was misconfigured linedefs, but they all seem OK, and my second thought was something odd about the placement of the linedefs for the NEXT floor. I moved these to the other side of the steps on the other staircase - and this made no difference either (I reverted them again). Lastly, I thought it might be to do with the orientation of the lines. Nope...

 

it seems to only happen if the players LoS is above the floor in the above sector (though if I 'fly' and hover above a lower-down step with the player LoS just above the upper floor, it does not seem to glitch). I feel like it might be something to do with the set of stairs to the left (the grey unfinished bit in-game) but buggered if I can see WTF is wrong.
