There's some talk on the ZDoom forum about issues with the DRD site; I expect the broken links are a temporary issue.

 

The "current" lines of Doom Builder are Ultimate Doom Builder and Doom Builder X; see the timeline on this wiki page. If you can't wait for the UDB links to come back up, you could give Doom Builder X a try.

This is temporary. The certificates are now hand-generated, this will be fixed soon.

Although by now I hope you realize that the download you linked appears outdated.  Thankfully, Ultimate Doom Builder has auto-update, which is like the first time I've ever been thankful for auto-update on anything.

The tagged release only has the source zips, not binaries.
