What tool is used to make mods?

I have an existential question and it is that I would like to know what tool could be used to make a mod as complex as Project Brutality or some mod that can add some mechanics or simply add a weapon from scratch?

Is SLADE3 used or some other tool?

Hehe, another person who thinks there is some magical tool, that does everything.

 

So, what I use for making mods: 

UDB

Slade3

GIMP

Aseprite

Audacity

Blender

Magicavoxel

Slab6

Paint.Net

If you want to make complex mods from scratch, the main tool will be your own brain. Tools do straightforward stuff like "convert data into formats usable by the game" or "extract data from the game into formats usable in other tools"; but when you want to do something more complex than replacing texture A with texture B, most of the work will have to be done by yourself.

 

As in, if you want to make a new weapon, you'll have to learn the coding language used to make new weapons, and then figure out how to implement your ideas in that language.

 

More than a tool, what you'll need is to bookmark the Doom Wiki, the ZDoom wiki, and to look for various tutorials if the raw documentation is not enough for you.

What youre really asking is for a functional workflow. There are tutorials and manuals for all the tools, but no so much workflow guides for all the process of making a mod.

I perfectly know that i need to create the graphics and sounds, and for that i use Caustic 3, Audacity, Blender, and Medibang and Photoshop, but what i asked for is what tool i needed to transform these OGG and PNG into code that the game could read, because i saw people using DeHacked, other using Slade and that confused me but now I can see that Slade can be perfectly used for it, so ty
