either change the load order and see if that works or dont use them together at all

UDV is the culprit.
The Medikit contained within it are smaller, and the medikits from PB have higher resolution.
Since UDV is loaded after PB the sprite scale gets rewritten.
The only workaround is editing the decorate file where the medikit sprite is and scale it to the proper size.
Or just not use the UDV at all.

BerserkerNoir's advice seems sound. It's not the kind of thing you just press a button to fix. You kind of need to know what you are doing. Generally speaking, you are risking conflicts any time you combine gameplay mods and unless you know what you are doing there's little if anything you can do about problems like this, shy of trying different load orders.

I personally think That PB's Visor looks better so if you turn it off it shouldn't be too much of a loss, Also how dare you have texture filtering on

The texture pack I'm using adds detail to the game, it enhances the intricately designed architecture

Oh neat, It still looks blurry to me though and doesn't look like a problem with the image itself cause the hud isn't effected

Also if you don't mind which texture pack is it? i like to download every one i find, i currently have 300MB of them
