It's basically a post apocalypse world of mutants created from a DNA altering gas that was released from nukes that prematurely blew up. The gas was made to exterminate Russia because of a world altering medicine they had created. You play as an ageless graffiti artist who turned bounty hunter named Roy. Roy is part of a large gang of other mutants who live in the sewer systems beneath Columbia, South Carolina. You'll have to find the rest out in the WAD.

Okay I went back and started from scratch. American Monsters: Godless Skies is back in development. Here are a couple sprites to get at least a look.
