Why does the ground texture keep scrolling and not the intended water "ceiling" texture?

So I'm trying to make a fast moving river at the start of my level, but for some reason, only the ground texture is scrolling and not the water texture that I want.

 

The sector that's been tagged as Tag 1 is the deep water that I already have defined. Tag 2 is supposed to be the linedef that defines the scrolling ceiling for the "ceiling" water texture that's defined in Tag 1. Tag 3 is the sector that has the deep water effect that was defined in Tag 1.

 

I'm not sure if I'm just overcomplicating things but I had done a similar set up in the last map I made and it seemed to work just fine. I'm just confused as to how the scrolling isn't working as intended in this map compared to the last map I made. I just need an extra set of eyes to help me figure this out.

How did you define the deep water? With Boom-style Transfer_Heights or with 3D floors.

The Boom-style version has some weird semantics with scrolling due to some historic errors in its implementation.

I was using 3D Floors for the deep water.

 

I should have specified earlier that I am using Ultimate Doom Builder with GZDoom: UDMF Doom 2 game config settings.

 

Not sure if this additional screenshot will help explain things with what I have configured. I know I had it set up similarly like this in my previous map for fast moving scrolling water and it worked out just fine. Not sure why it isn't working now.
