Why android sucks.

So. I use an android device for... everything...(Because I have nothing else)

And unfortunately, it seems I cannot get the tools to make a Doom wad. I really want to, but....

I've checked the web. Nothing. 

Can anyone help me with this?

No reason one can't exist, but as far as I know nobody's followed through in building a Doom editor for Android. You're still better off than if you were on iOS, at least you can play Doom WADs.

in my experience you can play doom wads on android but it's hack-y, you have to load your iwad and the pwad at the same time if you don't want freedoom stuff

so I haven't tried this **buuut** you can try debian noroot on android with the slade map editor

If you run into issues with it I can try making a tutorial, it's a bit complex especially if you haven't had a desktop computer before

More to the point, no, I can find no evidence of a native Doom map editor in Android. Hypothetically you could try running an old DOS editor under DOSBox but yeah good luck with that.

Have you just tried getting dosbox off some random website instead of the appstore yet? I don't think running random apk's triggers parental controls.

There is one thing, and that's a ACC Compiler for Android. It is a port of ACC v1.56.

Note that this isn't a level editor like Doom Builder, but it can compile ACS scripts and you can create those too, so...
