Hmm.. kinda cute but lacking alot of structure.
Maybe try joining those limbs better (making sure they attach to the body where they are supposed to..) Also, even as a cartoon, alittle anatomic clarity is needed.

Cute overall though :)

Adobe Photoshop. I just draw the character, scan it, trace over the lines and remove any extra crap. Then I use the paint bucket to full in the color, and use the burn and dodge tools for shading.

otherwise very cute, but those hands look kinda odd :/
and the coloring could be little more dependant of lightsource.
but like I said, cute :)

The outline is a bit fuzzy, you should try to use the Pen tool. It's really handy when you don't have a tablet. It's pretty easy to use and makes good curve lines. The only thing I don't like is that it's not possible to have the edge of the line a bit thiner than the middle like Illustrator does. There's something similar in Photoshop but the result is pretty ugly. All the drawing I do now is with the Pen tool like my Heretic dude. Anyway keep at it.

must be just me, but those shaky outlines bother me :)
you really should use some kind of vector curves for them (paths in photoshop for example)

Photoshop doesn't have vertex tools. It has the Pen tool (p) to replace that but it's not as good has Adobe Illustrator.
*Darkstalker wish to have Illustrator :(

Anyway the Pen tool prevents having a shaky outline. You should give it a try, a good outline always gives a much cleaner look to a drawing IMO.

Like Darkstalker said, or you can try evaluating Jasc Paint Shop Pro 7 or Macromedia Freehand, 30 day trials are available I believe.

I got MS image composer for free when i got frontpage and it works well but is missing some important tools that other have. Overall it's great for making images and its easy to use.
