Freedoom questions

Is it possible to use freedoom as the engine for a WAD that is an IWAD with all the original textures and sounds and sprites and all that stuff removed and replaced with new ones, or is that illegal or something.

Freedoom isn't an engine, it is an IWAD with all new stuff.
