Actually he is. When Nova Skeletons, who also appeared in Castlevania: Aria of Sorrow as "Beam Skeletons", raise their arm up like that, they're about to unleash an incredibly devastating beam attack that can strike you over and over, usually for around 150 HP each time, until you either die or are knocked out of range. They're arguably the most dangerous enemy in SotN (in Aria they're disappointing tuned down quite a bit), although Blue Venus Weeds and of course the Guardians get honorable mention.
