The stuff on the Utah page is all true, although some of it needs some updating. Before this year, restaraunts were not allowed to tell you that they offered a wine list, and you had to ask the server specifically. However, they repealed that law in light of the Olympics.

It is also true that most merchants cannot sell any drinks more potent than 3.2 beer. If you want something with a bigger kick, you gotta go to a State-owned and -run liquor store. These liquor stores are notorious for their shitty hours (10 to 7, and closed Sunday), horible pre-tax prices (and the tax is bad too), and clerks who are also police officers with rods permanantly up their asses. So if you want to buy a bottle of wine late on a Saturday night, your gonna have to find a bootlegger or, if you're in the military, drive to the west end of the valley to find a Class 6 store.
