Okay, I have seen that fucking word everywhere, used in about 5 billion different ways, so here's the million dollar question -- WHAT THE FUCK DOES IT MEAN? The most common definition I've gathered from context is something you don't care about/don't like.

I use it for a non-insulting "whatever".

Like, when "whatever" would make somebody think you're being rude and passing them off, but I'm just not in the mood, I'll "meh" them. I think it's the distinction between "I don't care because I'm preoccupied" (meh) and "I don't care because everything you say or do is retarded, now go away" (whatever).

Then again, I say "meh, whatever" a lot.

'feh' is spite and derision in a syllable.

'ne' is "Don't you think?" or "Do you agree?"

Nah, seriously, it's what Lüt said. It's a non-insulting "whatever" that's more along the lines of "yeah I suppose it's all good and stuff, but it's not gonna work" than "yeah, yeah, still I don't give a rat ass about it". Or at least that's how I see it.
