Bomber Doomer 2000 (Bomberman Doom)

There is very old Doom fangame based on Bomberman 2000 - Bomber Doomer:


I remember that I've play it on oldie-goldie Windows XP. Now I have Windows 8.1 (hell no for #10) and this game is very...VEEEEEEERYYYYYYYYYYY LAGGING (1 fps per second).

I've tried many solutions from Google (compatibility options, color options, resolution options, etc), but it won't work normally.

So I have 2 questions:
1) Have you ever played/heard about this game?
2) How to run this on "new" PC?
