Yes, by using the cheat called "skill"

I just activated god mode by typing god into the console, but it's buggy as hell. It only protects you from some damage but not others. Plus I have to verify game cache just to get out of dev mode afterward.

There's a rune for unlimited ammo, if you stay above 100 armor
