Searched for a solution on google, turns out DOOMx64vk.exe (Vulkan API exe) requires active net connection, So you need to switch back to Ogl 4.5 to play without net connection, Ugh.

Sure? I never enabled Vulkan on my notebook, and it refuses to run without internet connection, in OpenGL mode.

Not sure, Check r_renderAPI on "DOOMConfig.local", 0 Means OGL as far as i know, It works without internet for me.
