Question about pallette dump

I searched through useful Doom programs and I found pallette dump combined with font generator(main thing is called "doomcrap"). How does pallette dump work? I tried to get it work,but it doesn't do anything for me. Or maybe here is another way to get custom pallette without any external program?

Open Palette Dump and select an image from the directory on the left side

Then click on 'Dump Palette' to save the act file with whatever name seems appropriate.

 

Then open your pwad with Slade3 and copy/paste or drag the act file into Slade3.

Rename the file to PLAYPAL.

And there is your new palette.
