Only a couple of exceptions aside (mostly in spin-off territory, as it were) that's pretty much a truism of the Sonic games, period.

I love the scale and presentation of 3&K, but there's too many periods of running down giant hills at maximum fasts for my taste. I prefer Sonic CD the slightest bit more for its bigger focus on platforming and modulating speed.

Ever since the remaster (PS3/360/Steam) I've considered Sonic CD to be one of, if not the finest game in the series. Great stuff.
