-A.L.T. has a few city maps, but the whole experience is hazy on my head, for some reason.
-Batman Doom has ton of city maps.
-Mutabor is a vanilla compatible massive city map.
-Vile Flesh has some really good city maps, too

Those from the top of my head right now.

I need to play some stuff then!

 

Also Valiant has Engineering Disaster.

This wad is quite different than his usual work, it's two disconnected and very experimental maps. It does remind me somewhat of the more quirky parts of Hellground, but it mainly focuses on atmosphere and audiovisual aspects instead of "fun". It starts out very slow and is devoid of combat for quite some time. I liked it quite a bit, entering the city reminded me of Spirited Away.

 

Also, as RomDump suggested, Lost Civilization has some great environments. Some maps have a peaceful, natural setting, others are more industrial, and it gets abstract towards the end. Great and unique set of maps!

Bloody Steel has and industrial and decaying city escape that i fall in love with.

I gave it a go and the first map was gorgeous and terrifying. There's a reason Eternal is one of m favorites.
